The Ghanaian Times finds it difficult to understand why the Public Accounts Committee (PAC) of Parliament and other institutions fail to take punitive measures against heads of state institutions who fail to implement the recommendations of the Auditor-General. The paper is worried about public officials who continue to appear before PAC and offer apologies for their infractions. The Times looks forward to the day PAC would sanction public officials who take the Auditor-Generals report for granted. It urges those who have the responsibility to implement recommendations of the Auditor-General to do so as not to attract sanctions from PAC in future.
The Daily Graphic backs the petition presented to parliament yesterday by Amnesty International against the death penalty. The paper says while some countries keep the death penalty on their statute books, some citizens of countries that abolished capital punishment for serious crimes favour its reintroduction. It notes that there is no evidence of a reduction in serious crimes in societies where the death penalty is practiced. The Graphic therefore urges society to rather put in place measures that will prevent crime.
