Chengde, China – Once scarred by desertification, the landscape is now covered by hundreds of thousands of solar panels stretching to the horizon. The Shenguan Qicaihe Photovoltaic Power Station in Hebei Province is more than an engineering marvel, it is a powerful symbol of China’s determination to accelerate its transition to clean energy while proving that renewable energy, environmental restoration and agriculture can successfully coexist.
Before the project was developed, the area was severely affected by desertification. Today, the once-barren landscape has been transformed into a 300-megawatt solar farm covering about 6.6 square kilometres. The project has not only restored degraded land, but also created a model where clean energy production and sustainable agriculture operate side by side.
For visitors, the transformation is remarkable. More than 670,000 solar panels shimmer under the sun, quietly converting sunlight into clean electricity without producing greenhouse gas emissions. At the other end, cattle and sheep graze beneath them. It is a vivid demonstration that environmental restoration, renewable energy and agriculture production can coexist on the same land.
The restored grassland now provides grazing space for nearly 4,000 cattle and more than 1,400 sheep through a rotational grazing system that allows livestock to feed beneath the solar panels without disrupting electricity generation. The approach not only preserves healthy grassland but also creates additional economic value from land that was once considered unproductive.
Speaking to journalists participating in the 2026 China International Press Communication Center (CIPCC) programme during a visit to the facility, Production Manager Wang Xiao Tian, said the project demonstrates that renewable energy and agriculture can thrive together.
“Renewable energy and agriculture can successfully coexist,” he said. “Our rotational grazing system protects the grassland while ensuring uninterrupted electricity generation.”
He said the project has an expected operational lifespan of more than 20 years and is projected to generate an average of 573 million kilowatt-hours (kWh) of clean electricity annually, enough to support Beijing, homes, businesses and industries while reducing carbon emissions.
“The project is expected to generate an annual output value of about 220 million yuan while contributing approximately 24 million yuan in taxes,” he added.
A Blueprint for Sustainable Development
The Shenyuan Qicaihe Photovoltaic Power Station reflects China’s broader commitment to expanding renewable energy as the country works towards achieving carbon neutrality by 2060. Over the past decade, China has invested heavily in solar, wind and hydropower to reduce dependence on fossil fuels while strengthening energy security and supporting sustainable economic growth.
Located in Hebei Province, the project demonstrates how renewable energy infrastructure can transform degraded land into a productive economic asset. Beyond generating clean electricity, it supports livestock farming through innovative rotational grazing, creates employment opportunities, stimulates technological innovation and contributes to local economic development. It is a practical example of how environmental restoration and economic growth can go hand in hand.
Lessons for Ghana
For Ghana, where sunshine is abundant throughout the year, the visit offered valuable insights into the potential of large-scale solar energy.
Although Ghana has made progress in expanding renewable energy, solar power still contributes only a modest share of the country’s electricity supply. Expanding utility-scale photovoltaic projects could complement hydropower generation, particularly during periods of low water levels that reduce electricity production.
Greater investment in solar energy could also improve electricity access in under-served communities, reduce pressure on the national grid, lessen dependence on imported fossil fuels and create new employment opportunities in the growing green economy.
As Ghana pursues industrialisation, digital transformation and economic expansion, renewable energy will become increasingly important in meeting rising electricity demand while supporting sustainable development.
Powering Africa’s Energy Future
Across Africa, more than 600 million people still lack access to electricity. Yet the continent possesses some of the world’s richest solar resources. The experience at the Shenyuan Qicaihe Photovoltaic Power Station demonstrates how long-term planning, supportive government policies and technological innovation can transform abundant natural resources into sustainable economic opportunities.
As African countries advance industrialisation under the African Continental Free Trade Area (AfCFTA), reliable, affordable and clean electricity will be essential for manufacturing, agriculture, digital innovation and economic competitiveness.
The visit to the Shenyuan Qicaihe Photovoltaic Power Station offered more than a glimpse into one of China’s renewable energy projects. It demonstrated how thoughtful investment, innovation and environmental stewardship can transform degraded land into a source of clean power, economic opportunity and sustainable growth.
For Ghana and the rest of Africa, the message is clear: with the right policies, investment and commitment, the continent’s abundant sunshine can become one of its greatest assets in powering a cleaner and more prosperous future.
