The Ghana Prisons Service has called for a constitutional instrument to make it possible for non-custodial sentencing where some category of inmates will serve their sentences in their communities.

This will enable the service to decongest the prisons, which currently hold more than 12 thousand inmates.

In an interview with GBC NEWS, the Chief Public Relations Officer of the Service, Chief Supt.

Courage Atsem, said stealing, unlawful entry, and armed robbery are among the top-five crimes committed by the inmates.
