Judicial Service to establish 10 new Courts in newly created districts

The Judicial Service of Ghana has planned to establish Ten (10) new courts in the year 2019 in the newly created Municipal, Districts, to send administration of justice closer to the people.

The Service, in its annual budget estimates of the Judiciary and Judicial Service for The 2019 Financial Year as approved by Parliament has planned to establish and commission three (3) High Courts, three (3) Circuit Courts and four (4) District Courts within The year under review.

The Committee has welcomed it and described the move as “this positive, and endorses same as a giant step which will boost the ongoing strategies to bring accessibility and administration of justice closer to the people”.

In this regard, The Committee strongly recommended that necessary financial commitment to implement this laudable project should be released upon its application to achieve this project”.

Under its management and administration programme for the year, the Judiciary and Judicial Service seek to dispose of 93, 012 cases out of the 109,409 cases projected to be filed during the year and to also achieve a target of 98% computerization and 43% automation of courts.

It has also planned to train 681 staff and 300 judges and magistrates in various area of interest and emerging areas of the law including corruption cases and to also carry out a nationwide audit of 276 courts including Head Office during the year 2019.

Some activities planned to be undertaken in relation court administration programme as follow: A number of 93, 012 cases are expected to be tried and judgement delivered out of a total of 109,408 cases to be filed as well as Justice For All Programme (JFAP) will be intensified to cover prisoners, to establish courts in galamsey hotspots and to inaugurate three (3) courts.

Furthermore, under the Dispute Resolution Programme (ADR): Out of 3, 690 cases expected to be referred to ADR, 3,640 will be mediated; out of the 3, 640 cases to be mediated, 2500 cases are expected to be settled as training of ADR Mediators and Coordinators will be intensified in course of the year 2019 to build their capacity; continue the implementation policy for the expansion and mainstreaming of ADR services to all courts across the country.

Meanwhile, The House has adopted the report and approved the sum of Three Hundred and Thirty-Eight Million, Six Hundred and Eighty-Seven Thousand, One Hundred and Twenty-Five Ghana Cedis, Ninety-Eight Pesewas (GHC 338, 687, 125, 98) for the activities of The Judiciary and judicial service for the 2019 financial year with the undertaking that the difference of GHC 69, 839, 169, 47 be provided to the two institutions in the 2019 supplementary budget to be submitted to The House.
