Finance Minister says economic turnaround ‘in sight’ in mid-year budget review

Finance Minister, Casiel Ato Forson, on Thursday, July 24, 2025, presented the 2025 Mid-Year Budget Review to Parliament, outlining what he describes as clear signs of economic recovery. The Minister, speaking on the floor of Parliament, detailed how the administration of President John Mahama is managing the economy, what progress has been made so far, and how the government plans to sustain the momentum into the second half of the year.

Looking ahead, the Finance Minister said the second half of 2025 promises to be even better. He stated that the government expects inflation to continue its downward trend and reach the 2025 target ahead of schedule. According to him, the administration will sustain the stability of the cedi through disciplined spending, targeted investment, and continued reserve accumulation.

He added that growth will further be boosted by strategic initiatives including the 24-Hour Economy, the Big Push infrastructure programme, and the revitalisation of agriculture through the Agriculture for Economic Transformation programme.

The Minister said the gains made so far are the results of the sacrifice, patience, and belief of Ghanaians that change was not only necessary but crucial.

“We were handed an economy in deep distress. The fundamentals were not only weak but broken, and the misery and suffering of Ghanaians were palpable,” he said.

“In just six months, under the decisive leadership of President John Mahama, we have begun to change the story. President Mahama’s economic management module is working. The turnaround is in sight. The signs of economic progress are visible and measurable,” he added.

He noted that first-quarter economic growth is at a five-year high, the debt-to-GDP ratio is at a five-year low, and inflation has declined to a four-year low.

He further told the House that the government had almost reversed all the cedi depreciations recorded in 2022, 2023, and 2024, with no appreciation or depreciation in 2025. He said the level of appreciation of the Ghana cedi has never happened in the history of Ghana.

“Prices have reduced significantly to the benefit of consumers. We are touching lives, and we are changing the country. Hope is in sight, and we are determined to navigate the country out of the terrible storm we inherited from the previous administration,” he added.

He concluded that the 2025 Mid-Year Budget Review is not just a technical report, but the story of the Ghanaian people.

“A story of a nation that refused to give up. A story that echoes Nelson Mandela: ‘It always seems impossible until it is done,” the Minister said.
