FIFA’s Disciplinary Committee has sanctioned the Israel Football Association (IFA) after finding it in breach of rules on offensive behavior and discrimination, following a complaint raised by the Palestinian Football Association.
The decision comes after the issue was brought before the 74th FIFA Congress, where the FIFA Council mandated an investigation into alleged discriminatory conduct. After reviewing the case, the Disciplinary Committee concluded that the IFA had violated Articles 13 and 15 of the FIFA Disciplinary Code.
As part of the ruling, the IFA has been fined CHF 150,000 and issued a formal warning over its conduct. FIFA has also ordered the association to take corrective action, including displaying anti-discrimination banners reading “Football Unites the World – No to Discrimination” at its next three home matches in FIFA competitions. The design and placement of these banners must be approved by FIFA ahead of each fixture.
In addition, the IFA must invest one-third of the fine into a structured anti-discrimination programme within 60 days. The plan is expected to include reforms, monitoring systems, and educational campaigns across stadiums and official platforms for at least one season. The remaining balance of the fine must be paid within 30 days.
FIFA stated that while the committee’s role is limited to enforcing its regulations, it also recognises the broader context in which football operates, including the sport’s responsibility to promote respect, equality, and unity.
The IFA has been formally notified of the decision, which has been published on FIFA’s legal portal. The ruling can still be appealed before the FIFA Appeal Committee.
The case began in May 2024 at the 74th FIFA Congress in Bangkok, Thailand, where the Palestinian Football Association formally accused the IFA of discrimination and breaching FIFA statutes, including concerns over Israeli-linked clubs operating in West Bank settlements and restrictions affecting Palestinian football activities.
Following that submission, the FIFA Council mandated an investigation by its Disciplinary Committee, which reviewed the evidence over several months before issuing its decision and sanctions on 19th March 2026.
