Speaking on the topic “Educating for Peace, Democracy and Responsible Citizenship” at the second edition of the Mfantsipim Sesquicentennial Lecture Series, the prominent statesman argued that while procedural elections are essential, they can coexist with deep-seated institutional weaknesses, inequality and public disillusionment if they are not supported by robust civic education and ethical leadership.
The Anatomy of True Democracy
Drawing comparisons with shifting democratic norms across the globe—where rising political polarization and strongman politics threaten established civic values—Dr. Chambas underscored that constitutional frameworks remain mere paper documents without an informed and responsible citizenry.
”Democracy depends upon educated citizens. Without informed citizens, democratic institutions become fragile. Without responsible citizens, constitutions become mere documents. And without ethical leadership, democratic legitimacy gradually erodes,” he warned.

Highlighting Ghana’s proud democratic track record of peaceful political transitions and alternating power since the adoption of the 1992 Constitution, Dr. Chambas noted that this legacy has earned the nation international respect. However, he stressed that democracy is an ongoing journey rather than a finished destination.
Urging a renewed national commitment to accountability, rule of law, and active citizen participation, he concluded that the ultimate defense of freedom rests in the hands of educated generations who value truth over expediency and understand that civic rights carry profound responsibilities.
