President John Dramani Mahama has assured that ongoing constitutional reforms in Ghana will be carried out in a transparent, inclusive manner and guided strictly by the national interest.
Speaking during the 4th Annual Convening of the Ghana Civil Society Forum 2026 in Accra on Thursday, June 25, 2026, President Mahama outlined key governance reforms and the role of civil society in national development.
President Mahama said his administration remains firmly committed to participatory governance, noting that this approach informed the National Economic Dialogue, which brought together stakeholders including labour unions, business leaders, academics, civil society organisations, and development partners.
He explained that discussions with civil society at the Presidency earlier this year were frank and constructive, covering governance, accountability, anti-corruption efforts, social protection, and national development priorities.
According to him, the engagements confirmed that civil society is not just an observer of national development but an essential partner in shaping it.
“The message is simple: good governance is strengthened when citizens participate, when diverse voices are heard, and when people have ownership of decisions that affect their lives,” he said.
Turning to constitutional reforms, President Mahama said the ongoing review process is aimed at ensuring that Ghana’s constitutional framework remains relevant to current national realities.
He revealed that the Constitutional Review Committee has completed its work and submitted recommendations to Cabinet after nationwide consultations. These proposals are currently under review.
Some of the proposals include the establishment of an independent Emoluments Commission, reforms to ministerial appointments from Parliament, extension of terms of office for elected leaders from four to five years, and changes to the appointment of Metropolitan, Municipal, and District Chief Executives.
President Mahama stressed that once Cabinet completes its work, the government’s position will be forwarded for parliamentary consideration to begin the constitutional amendment process.
He described the process as more than a technical exercise, calling it an opportunity for national renewal that will strengthen democratic governance, accountability, and decentralisation.
“We are determined that this process will be transparent, inclusive, and guided by the national interest,” he stated.
He urged civil society, traditional leaders, youth groups, and other stakeholders to remain actively engaged, stressing that the Constitution belongs to the people and must reflect their aspirations.
President Mahama also highlighted the passage of the Governance Advisory Council Act as a major step in strengthening transparency and accountability in public institutions.
He said the new law, which establishes an independent multi-stakeholder body, would help monitor governance standards and promote integrity across the public sector, with civil society representation ensuring citizens’ voices are included.
Concluding his remarks, the President said Ghana’s future depends on stronger collaboration, trust, and shared national purpose.
“Together, we can build a Ghana where development is inclusive and every citizen feels empowered to contribute to national progress,” he added.
