Don’t break promise on sole-sourcing of road contracts – Miracles Aboagye

The spokesperson for Mahamudu Bawumia’s 2024 Campaign Team, Dennis Miracles Aboagye, has accused the ruling National Democratic Congress (NDC) administration of misleading Ghanaians over its position on sole sourcing, insisting the government must honour its promise to end the practice.

His comment came on the back of Fourth Estate’s investigations, which revealed that 81 out of the 107 road contracts worth over GHS73 billion were awarded through sole sourcing. The remaining 26 contracts, worth about GHS8 billion, were awarded through selective tendering. These revelations, according to Fourth Estate, mean over 90% of the amount of money expected to be spent on roads under the Big Push programme so far was given out through sole sourcing.

Speaking in an interview on GTV’s Current Agenda programme on Saturday, March 28, 2026, Mr. Aboagye said it was unacceptable for the NDC government to assure Ghanaians that sole sourcing would be scrapped, only to continue using it extensively, particularly in road contracts, despite criticizing the previous NPP administration.

According to him, leading members of the government, including the President and the Majority Leader, had on several occasions publicly declared that sole sourcing was a thing of the past. He noted, however, that recent developments suggest otherwise.

Mr. Aboagye claimed that about 76% of road contracts awarded under the current administration have been done through sole sourcing, despite earlier commitments to promote competitive tendering. He described the situation as a clear contradiction and questioned the justification that road construction has suddenly become an emergency.

“It does not make sense that the same roads which were not considered emergencies in the past are now being used to justify sole sourcing,” he said.

He further criticised what he described as attempts by government officials to defend the practice, stressing that the NDC had previously labelled sole sourcing as a “criminal enterprise.”

“You cannot call something criminal and then turn around to justify it when you are in power,” he stated, adding that the appropriate response from government should be to admit any misjudgment rather than defend it.

Mr. Aboagye also pointed out that many of the contractors currently benefiting from sole-sourced contracts are the same ones the NDC had earlier accused the previous New Patriotic Party (NPP) administration of favouring.

He argued that this raises concerns about consistency and transparency in the award of public contracts.

On the issue of value for money, Mr. Aboagye questioned the rising cost of road construction. He noted that while the previous administration was criticised for spending about $500,000 per kilometre of road, the current government is reportedly spending as much as $1.8 million per kilometre.

He described the situation as hypocritical, especially at a time when the government claims the economy has improved.

Mr. Aboagye maintained that the opposition NPP is not against the use of sole sourcing in principle but is only demanding that the NDC stick to its own campaign promise.

“The issue is simple,” he said. “You told Ghanaians you would end sole sourcing. So, end it. Don’t try to justify what you once condemned.”

He urged the government to be honest with the public and avoid what he termed as “gaslighting” citizens on such an important national issue.
