Rwandan President makes major changes to cabinet

Rwanda’s President Paul Kagame has made major changes to his cabinet and security establishment, appointing a new Army Chief and dropping a Minister who has not been seen in public for months.

Maj Gen Jean Bosco Kazura, has been promoted to a four-star general and appointed the Chief of the Defence Staff, taking over from Gen. Patrick Nyamvumba who is now the new Minister of Internal Security.

Dr Richard Sezibera, who was the Minister of Foreign Affairs from October 2018, has been replaced by Vincent Biruta who was the Environment Minister.

Mr Sezibera, a Medical Doctor and the former Secretary-General of the East African Community, has been missing in public since July when he attended the Commonwealth foreign affairs ministers’ meeting in London.

His health and whereabouts have been a matter of speculation in Rwanda, but the government has kept silence citing the minister’s right to privacy.
