The Auditor General has ordered the Ghana-India Kofi Annan Center of Excellence in ICT to refund two million cedis it has utilized without parliamentary approval into the consolidated fund.
The Auditor General in its 2018 report indicted the Center for going contrary to the Financial Administration Regulations 2004, which states that all public moneys collected shall be paid in gross into the Public Funds Accounts and no disbursement shall be made from the moneys collected except as provided by an enactment.
And any person who makes payment from moneys collected in contravention of sub regulation(1) is in breach of Financial discipline as defined in regulation 8(1).
The Auditor General’s review of the financial statements of Ghana India Kofi Annan Center of Excellence in ICT however shows that out of a total Internally Generated Funds of GH¢2.494 million collected between January and December 2017, 400,000 representing 16% was paid into the consolidated fund account while GH¢2 Million representing 84% was retained and utilized without Parliamentary approval.
The Auditor General has therefore ordered management of the Ghana India Kofi Annan Center of Excellence in ICT to refund the GH¢2 Million back into the consolidated fund.
However, management of the Center in a response, indicated that they utilized part of the internally Generated Funds due to inadequate budgetary allocation.
