Footbridges: A Ticking Time Bomb

In an attempt to reduce road accidents on busy highways, footbridges are constructed for the safety of pedestrians. But in recent times these footbridges have been taken over by hawkers making it difficult for pedestrians to make use of them. Can this be attributed to disregard for the proper use of footbridges in the country?
