The Speaker of Parliament, Alban Bagbin is angered by the decision of the first deputy Speaker Joseph Osei-Owusu to overrule a decision he had taken. The Speaker had admitted a Private Members’ motion filed by three MPs on the Minority side for a bi-partisan committee to enquire into COVID-19 expenditures by the government.

However, when the Speaker left and the first Deputy Speaker took the chair, he dismissed the motion with the argument that the speaker should not have admitted such a motion.

In his formal communication to the House on February 23, 2022, the Speaker was not happy at the development, saying that was the second time the First Deputy Speaker was overruling a decision he had taken, describing it as unconstitutional, illegal and offensive.

The Speaker however declined to overturn the first Deputy Speaker’s ruling.
