Finance Ministry approves new allowances for senior university staff

The Ministry of Finance has approved new allowances for senior staff working in public universities and technical universities across Ghana.

The decision follows successful negotiations between the government and three unions: the Senior Staff Association–University of Ghana (SSA-UoG), the Federation of Senior Staff Associations of Ghana (FUSSAG), and the Technical University Administrators’ Association of Ghana (TUAAG).

According to a letter from the Ministry signed by Finance Minister Dr Ato Forson, the new allowances will take effect from 1 November 2024, even though the approval was granted in May 2025. This means staff will receive back pay for the months between November and May.

The approved benefits include various types of allowances such as:

  • Kilometric allowance: GH¢3.50 per km for cars, GH¢1.40 for motorcycles
  • Rent allowance: 25% of monthly salary
  • Tools allowance: 20% of monthly salary
  • Travel, night/out-of-station, and funeral grants
  • Acting allowance: Up to 20% of salary or the difference in salary level
  • Utility and sanitation allowances: GH¢400 and GH¢300 respectively

Some allowances, such as off-campus and vehicle maintenance, will continue at their existing rates.

The Ministry has directed the Controller and Accountant-General’s Department, the Ghana Tertiary Education Commission, and other key stakeholders to begin implementation.

This move comes shortly after the unions began a strike over the government’s delay in fulfilling earlier agreements.
