The First Deputy Minority Whip and Member of Parliament for Tolon, Habib Iddrisu, has formally requested information from the Ministry of Energy and Green Transition regarding revenues generated under the Energy Sector Levies (Amendment) Act, 2025.
In a letter addressed to the Ministry’s Information Officer, Mr Iddrisu said the request was being made under the provisions of the Right to Information Act, 2019 (Act 989), and Article 21(1)(f) of the 1992 Constitution.
According to him, the information is being sought in his capacity as a Member of Parliament and First Deputy Minority Whip, working with members of Parliament’s Energy Committee on matters of public interest relating to the sector.
Mr Iddrisu specifically requested details on:
The total amount of revenue realised from collections under the Energy Sector Levies (Amendment) Act, 2025.
A full list of the specific expenditures to which the revenues have been applied.
He asked the Ministry to present the information by period, agency, or in any suitable format that would aid public understanding.
The Tolon MP referenced provisions of the Energy Sector Levies Act, 2025, which require the Minister to establish and maintain an Energy Sector Support Account into which proceeds from the levy are paid.
He further noted that the law mandates the Minister to submit an annual report to Parliament on the management of the account by March 31 of the ensuing year. Mr Iddrisu stated that checks with Parliament indicate that the required report has not yet been submitted.
“My checks with Parliament indicate that the report on the management of the account has not been submitted since March 31 this year, as mandated by law,” he wrote.
Pursuant to the Right to Information Act, Mr Iddrisu requested a response to the information sought within 14 days of receipt of the letter.
The request comes amid ongoing public and political discussions over transparency and accountability in the management of funds raised to support Ghana’s energy sector.
