Senegal: ECOWAS and UEMOA agree on joint plan to repatriate African cultural heritage

Ministers from ECOWAS and West African Economic and Monetary Union (Union Economique et Monétaire Ouest Africaine, UEMOA, in French)  have agreed on a joint plan to repatriate African cultural heritage to its countries of origin.

This endorsement comes ahead of the 2025 West African Arts and Culture Festival (ECOFEST) in Dakar, Senegal, which aims to celebrate West African cultural heritage and explore culture’s role in addressing regional challenges.

West Africa is proud of its rich tapestry of cultural diversity and historical significance, with each nation possessing a unique heritage shaped by centuries of traditions and historical events. However, the thorny issue of cultural property remains a pressing challenge.

The region is grappling with the illicit trade of artifacts, destruction of sites, and balancing modern development with heritage conservation. A major step forward was taken at the ministerial meeting in Dakar, where ECOWAS, UEMOA, and Ministers of Culture converged to chart a bold course for the return of cultural treasures to their countries of origin.

The ambitious 2027-2031 Action Plan aims to rectify historical injustices and promote West African identity, fostering a renewed sense of pride and ownership. As the region strives to reclaim its cultural heritage, the world watches with bated breath, eager to witness the unfolding narrative of West Africa’s resurgence.

ECOFEST is poised to become a landmark event on Africa’s cultural calendar, fostering a robust foundation for regional integration and creative growth. The festival’s discussions delved into national cultural policies and institutional effectiveness, paving the way for a thriving creative industry and heritage management.

By celebrating West Africa’s rich cultural diversity, ECOFEST aims to promote social cohesion, peace, and unity, making it a must-attend event for artists, policymakers, and cultural enthusiasts alike.
