Ghana pushes for PayPal reinstatement, outlines path to compliance

Minister of Communication, Digital Technology and Innovations, Samuel Nartey George, has announced that the Ministry has formally reopened engagement with PayPal to restore full access to its service for Ghanaian users.

Speaking at the ‘Government Accountability Series’ on Friday, August 1, 2025, Mr Sam George revealed that PayPal’s regional government relations team has issued a compliance roadmap outlining the technical, regulatory, and financial standards required for whitelist reinstatement.

According to Mr Sam George, the Ministry is working closely with the Bank of Ghana and other key stakeholders to fulfill these conditions and ensure PayPal meets the necessary requirements to operate in Ghana.

This move aims to expand access to global digital payment platforms for freelancers, SMEs, startups, and the creative sector. “Securing PayPal access will remove a long-standing barrier to participation in the global digital economy and expand financial inclusion and cross-border trade opportunities for millions of Ghanaians,” George stated.

The Minister emphasized that the Ministry is committed to ensuring that PayPal complies with the regulations of the Bank of Ghana. “We are working closely with the Governor of the Bank of Ghana to ensure that PayPal is giving access to our economy and our digital space,” Mr George said.

He added that the Ministry is determined to create an enabling environment for digital payment platforms to operate in Ghana while ensuring that they comply with local regulations.

The restoration of PayPal services is expected to benefit millions of Ghanaians who rely on digital payment platforms for their businesses. With PayPal’s return, Ghanaians will have easier access to global markets, and local businesses will be able to expand their customer base beyond national borders.

  1. It is so hard to do any online business because we don’t have PayPal. This country has inadequate jobs for the youth so at least we must be able to hustle with online businesses but unfortunately they all pay through PayPal.

    Does anyone even realize how frustrating this issue is?
    And by the way this website needs updates. It’s layout does not work well with portrait mode
