Ghana’s Minister of Finance, Dr. Cassiel Ato Baah Forson, has disclosed that all Metropolitan, Municipal, and District Assemblies (MMDAs) across the country are expected to receive a minimum of GH¢25 million each in 2025.

According to the Finance Minister, the funds are intended to drive local economic development and deepen decentralisation.

Addressing Members of Parliament (MPs) at the plenary on Tuesday, June 3, 2025, Dr. Forson explained that the allocation is part of a broader strategy to empower local governance and ensure that national resources reach the grassroots.

“Government is guaranteeing that approximately GH¢6.1 billion of the GH¢7.57 billion earmarked for 2025 will be disbursed directly to the local assemblies to spur local economic activities at the district level.

Mr. Speaker, based on this, every District Assembly will receive a minimum of GH¢25 million this year (2025). Our commitment goes beyond the mere release of funds. We have taken decisive steps to ensure that these resources are utilised in line with the government’s economic objectives,” the Finance Minister reiterated.

The initiative is expected to boost inclusive growth, strengthen local governance, and support the Mahama administration’s drive to revitalise the economy from the bottom up.

This announcement comes in the wake of sharp criticism from the Minority, who have accused the Finance Minister of deliberately withholding funds from key government institutions, despite clear legal obligations and the availability of resources nearly six months into the new administration.
