The High Court in Accra has revised the bail conditions for Osei Assibey Antwi, former Executive Director of the National Service Authority, in an ongoing corruption case.
The court now allows him to report to the Kumasi office of the National Intelligence Bureau (NIB) instead of reporting in Accra. The decision followed a request by his lawyers on Monday, which prosecutors did not oppose.
During the hearing, prosecutors said they had presented 49 documents to the defence and would provide additional materials. The defence team asked for one month to review the documents and also requested a variation of the bail terms.
The judge granted both requests and adjourned the case to May 13.
Mr Assibey Antwi is facing several charges, including stealing, money laundering and causing financial loss to the state, linked to his time at the National Service Authority.
Prosecutors have, however, revised the main charge. Initially, they alleged that he approved payments of more than GH¢500 million to over 60,000 alleged “ghost” service personnel. The new charge reduces the amount to about GH¢431.7 million.
The updated charge states that the payments were made to unverified individuals and persons who did not undertake national service, rather than specifically referring to “ghost names”.
Investigations by the NIB reportedly found that 63,672 unverified names were added to the payment system between 2018 and 2024.
Between August 2021 and February 2025, the Authority is alleged to have paid more than GH¢431 million to individuals who either did not serve or could not be verified.
The case is expected to continue next month.
