The Minister for Works, Housing and Water Resources, Kenneth Gilbert Adjei, says the government has finalised the joint venture terms for the completion of the Saglemi Affordable Housing Project.
Speaking during the Government Accountability Series on Wednesday, January 28, 2026, Mr Adjei said the move marks a major step towards reviving the stalled housing project and making affordable homes available to Ghanaians.
He explained that the government intensified engagements with the selected developer following the successful completion of a developer selection process led by Deloitte Ghana.
According to the minister, the Head of Terms has been signed by all parties, while the joint venture arrangement and shareholders’ agreement have also been concluded and mutually agreed.
Mr Adjei disclosed that the documents are currently with the Attorney-General’s Department for review and finalisation before full implementation begins.
He assured the public that the government is committed to protecting the state’s interests and ensuring transparency in the execution of the project.
The minister said the completion of the Saglemi Affordable Housing Project would significantly help reduce Ghana’s housing deficit and expand access to decent and affordable housing.
He added that the government remains focused on delivering housing projects that meet quality standards and serve the needs of low- and middle-income earners.
