Chief Executive Officer of the Consumer Protection Agency, Kofi Owusu Hene, has delivered a scathing assessment of Ghana, describing it as a “failed state” due to widespread corruption, the poor treatment of fallen soldiers, and the ongoing road safety crisis.
He made the comments during an interview on GBC’s Current Agenda on Saturday, August 9, 2025.
According to him, all the victims of the recent fatal helicopter crash died while serving the nation. He expressed outrage over the way their remains were handled.
“I was okay until I saw how their remains were carried in a cocoa sack bag — a cocoa bag,” he said. “After all this, this is how the state treats you? In a cocoa bag?”
He further lamented the lack of proper facilities, noting that the police morgue did not have a body bag. “The sad thing is, another police officer in the same office sold me a body bag privately. The fact is, if we have all these body bags around, where is the institution we put in place?” he questioned.
Kofi Owusu Hene also criticised the country’s road safety record, citing data from the National Road Safety Authority which recorded 12,000 crashes this year. “When will it end?” he asked.
