The Chairman of the National Development Planning Commission (NDPC), and Senior Advisor to the President on the Sustainable Development Goals (SDGs), Dr. Nii Moi Thompson, has debunked the assumption held by many that capping ministers of state saves costs.
His comments follow a recommendation by the Constitution Review Committee (CRC) to limit the size of government by placing a firm ceiling of 57 ministers of state, including deputy ministers, as part of efforts to curb executive excess and reduce the cost of governance.
Speaking in an interview on Channel One TV’s current affairs program The Point of View, Dr. Thompson maintained that such a move does not necessarily lead to cost savings.
He challenged the assumption that fewer ministers automatically translates into lower public expenditure.
“Capping ministers doesn’t necessarily save costs,” the Chairman of NDPC emphasised.
He argued that the CRC’s proposed reforms should instead focus on the structure, efficiency, and operational effectiveness of government, rather than relying solely on numerical limits to reduce spending.
