The Director of Special Operations at the National Security Secretariat, Richard Anthounma Jakpa, has petitioned the Criminal Investigations Department (CID) of the Ghana Police Service to investigate former Attorney-General and Minister for Justice, Godfred Yeboah Dame, for alleged fabrication of evidence.
Jakpa alleges that Mr. Dame attempted to manipulate his testimony in order to incriminate Finance Minister Dr. Cassiel Ato Baah Forson in the ongoing ambulance procurement trial, in which both Jakpa and Ato Forson are standing trial as accused persons.
In his petition, dated September 23, 2025, and addressed to the Director of CID, Jakpa claims that the former Attorney-General urged him to testify in a way that would “dishonestly, wickedly and without an iota of conscience implicate Dr. Ato Forson,” including procuring a false medical excuse to delay proceedings — acts Jakpa describes as criminal and unethical.
According to Jakpa, a telephone conversation on March 26, 2024, revealed Mr. Dame’s attempt to coach him on how to answer questions relating to Letters of Credit during cross-examination. He says the A-G insisted the testimony would not pose any risk to him but suggested that he obtain an excuse duty from a hospital to stall proceedings until Dame could be present in court. Jakpa says he declined this request.
Quoting directly from the petition, Jakpa stressed:
“The attempt by Godfred Dame for me to testify in a particular way so as to dishonestly, wickedly and without an iota of conscience implicate Hon. Dr. Ato Forson and to also lie to the court by procuring a false excuse duty which constitute a crime (Fabrication of evidence) be investigated and made to face the full consequence if found to be culpable.”
He added that such conduct, if proven, could erode public trust in the office of the Attorney-General and threaten peace in the country.
The petition calls on the CID to give the matter “due and expeditious consideration”.
