Board Chairman of the Public Procurement Authority (PPA), Professor Christopher Ameyaw-Akumfi, says the guidelines for Sole Source in Public Procurement Act are confusing.
According to him, one of the sources of confusion in the Guidelines-for-Sole-Source in public procurement is single-sourcing.
The PPA Board Chairman is, however, certain that strict application of the regulations established by the Public Procurement Act, 2003 (Act 663), should be able to deal with the challenges of single sourcing.
Prof. Ameyaw-Akumfi said this in an interview when reacting to the 2021 Auditor General’s report.
Asked how procurement irregularities could be reduced, the former Education Minister said the country can only overcome the many irregularities in the report “by working with the law”.
“I am not a procurement specialist; I haven’t had any courses in procurement but there is an Act of Parliament that has established the PPA. In there, there are regulations and dos and don’ts and we should adhere to them,” he stated.
“One source of confusion is the use of the single source. To me, if you work with the law, there shouldn’t be any problem. There are guidelines that say, for the application of single source to go through, these are the conditions that have to be met,” Prof. Ameyaw-Akumfi reiterated.
