The Speaker of Parliament, Alban Bagbin, has stirred controversy by declaring that the Affirmative Action Bill which has been brought to the House under a certificate of urgency will not be passed.

According to the Speaker, the introduction of the Bill under the certificate of urgency was influenced by external hands including the IMF, without broader consultations with stakeholders.

Under the certificate of urgency, the Bill should be passed as soon as practicable and may avoid the usual scrutiny by Parliament.

However, Speaker of Ghana’s Parliament, Alban Bagbin who was speaking at a Breakfast Meeting to mark 30 years of Parliamentary Democracy said passing the Bill under a certificate of urgency will not happen under his watch, even if it will cost him his position as Speaker.
