Tax expert urges focus on domestic revenue ahead of mid-year budget review

Chartered Accountant and tax expert, Roy Godwinson has called for stronger fiscal measures to boost domestic revenue mobilization as Ghana prepares for the 2025 Mid-Year Budget Review.

Speaking on the GTV Breakfast Show on Thursday 24th July, 2025, Roy Godwinson described Ghana’s recent economic direction as largely positive and improved business sentiment.

“We can have a conversation around the removal of nuisance taxes. But generally, yes, the trend has been positive. Business confidence has improved significantly,” he said.

Looking ahead to the budget review, Roy Godwinson advised that it is  necessary for the government to implement new strategies to raise domestic revenue, especially as foreign aid continues to shrink.

“There have been cuts in foreign support. We know what has happened to USAID in recent times. So we’ll need to find ways to mobilize more from within” he said.

He also added that he expects the Finance Minister to make significant pronouncements on how to broaden the revenue base and ensure everyone contributes “their fair share”.

The tax expert also highlighted the government’s efforts to control spending since the initial budget was presented in March, noting that further steps were expected to consolidate those gains.

The 2025 Mid-Year Budget Review is scheduled to be presented in Parliament today, July 24 2025.
