Day one of the Training Workshop for Human Resource Directors and Managers of the Public Sector took place today, November 24, 2025, at the Wesley Towers in Accra. The two-day programme, themed “Refocusing Public Sector HR Leadership for Organisational Development: Innovation, Inclusion and Impact,” brought together HR directors and managers from across the public service.

Addressing participants on the opening day, the Minister for Labour, Jobs and Employment, Hon. Dr. Abdul-Rashid Pelpuo (MP), underscored the pivotal role of public servants in national development. He stated, “The true power of the state lies in the dedicated individuals of the public service.”
He called for a shift in workplace orientation and emphasised results-oriented service delivery, noting, “Public service culture must shift from prioritising procedure to prioritising results.”

The minister also highlighted the urgency of innovation and inclusivity in public service human resource management. He said, “Public expectations are immediate and uncompromising which demands that HR functions must be innovative, inclusive and impact-driven.”
He encouraged participants to embrace the workshop as a platform for transformation, adding, “Let us seize this opportunity to build a Public Service that is modern, meritocratic and indispensable to Ghana’s progress.”

The Head of Civil Service, Dr. Evans Aggrey Darko, also addressed the gathering, stressing the importance of human capital in public sector performance. He stated, “Human capital is the single most important asset of any organization.”
He emphasised ongoing capacity building as essential for effectiveness, saying,“Capacity is important because you cannot give what you don’t have. The more you train, the more versatile you become.”
Dr. Aggrey-Darko further called for stronger career development systems within the service. “We need HR directors who will guide our people in career planning, ”he said.

He concluded by reaffirming the public sector’s role in national advancement.“The public sector is the major ingredient for the development that we are seeking.”
Day one ended with discussions on strengthening HR leadership, improving performance, and aligning public sector systems with Ghana’s development agenda.
