The Minister for Trade, Agribusiness and Industry, Elizabeth Ofosu Adjare, says the Ghana Export-Import (EXIM) Bank is exploring the option of raising up to $200 million from the capital market to support project financing and protect public investments.
The Minister, speaking during the government accountability series at the presidency on Wednesday January 21, 2026, said access to finance remains a major challenge for agribusiness and industrial growth in Ghana, due to high interest rates and limited access to long-term funding. She said government is addressing the situation through the Ghana EXIM Bank.
Madam Ofosu Adjare revealed that in 2025, the EXIM Bank disbursed a total of 304 million dollars to businesses under a strict credit policy to ensure quality lending and economic impact.
The Minister said the bank has also intensified efforts to recover unpaid loans, leading to the recovery of 107 million dollars so far. She added that legal action has been taken against some defaulters, while other cases have been referred to the appropriate authorities.
Explaining the plan to raise funds from the capital market, she said some projects received partial funding in the past, leaving them incomplete while investors continued to pay interest.
She noted that raising additional funds will help complete these projects, protect taxpayers’ money and prevent losses.
Madam Ofosu Agyare emphasized that the initiative is non-political and aimed at building a well-planned and productive economy.
She also highlighted government’s rapid industrialisation and job creation agenda, which focuses on value addition, import substitution and export growth.
The Minister said government has completed draft policies for key sectors including textiles and garments, pharmaceutical manufacturing, special economic zones, automotive components and electric vehicles.
She announced that an agreement has been signed with a Chinese company for the establishment of an electric vehicle assembly plant in Ghana, with land acquisition and development already underway.
Madam Ofosu Adjare added that the ministry has established seven mini processing plants across the country to support agro-processing and create jobs.
