OSP to arraign former Finance Minister Ken Ofori-Atta, seven others over SML contracts

The Office of the Special Prosecutor (OSP) says it will, on Monday, November 24, 2025, arraign former Finance Minister Ken Ofori-Atta and seven others before the High Court over their alleged roles in the controversial Strategic Mobilisation Limited (SML) revenue assurance contracts.

The move comes after the office filed 78 charges against the former minister and the other accused persons on Tuesday, November 18, 2025. The charges relate to corruption and corruption-related offences arising from contracts between the Ghana Revenue Authority (GRA) and Strategic Mobilisation Ghana Limited (SML).

The OSP, in a Facebook post on Thursday, November 20, 2025, also indicated that it will ask the court to grant orders to serve charge sheets on some of the accused persons who are said to be outside the country.

According to the OSP, the accused persons face 78 counts, including conspiracy to influence the procurement process to gain an unfair advantage in the award of contracts. These charges are said to violate section 23(1) of the Criminal Offences Act, 1960 (Act 29), and section 92(2)(b) of the Public Procurement Act, 2003 (Act 663).

Parts of the suit, filed at the Criminal Division of the High Court under case number CR/0106/2026, state: “Conspiracy to commit the criminal offence of directly or indirectly influencing the procurement process to obtain an unfair advantage in the award of a procurement contract.”

Persons to face prosecution include former GRA Commissioners-General Dr Ammishaddai Owusu-Amoah and Emmanuel Kofi Nti. Other senior GRA officials charged are Isaac Crentsil and Kwadwo Damoa. Also named in the suit are Ernest Akore, former Technical Advisor at the Ministry of Finance, Evans Adusei, owner of SML, and the company Strategic Mobilisation Limited.
