Legal practitioner and NDC legal team member Nii Kpakpo Samoa Addo says the allegations surrounding the SML contract, if proven true, would amount to one of the most dangerous and diabolical schemes ever carried out against the Republic of Ghana.
Speaking on GTV’s Current Agenda show on Saturday, November 22, 2025, Mr. Samoa Addo said the seriousness of the SML matter demands full accountability, stressing that any public officials involved must face the law. He explained that if the facts presented by investigators and journalists are accurate, the alleged scheme could represent a major attempt to drain public funds.
He highlighted the work of The Fourth Estate, commending the investigative outlet for exposing some of the biggest scandals in Ghana’s recent history, indicating that they have unlocked some of the biggest scandals Ghanaians have ever seen, from the National Service scandal to this one, adding that journalists like Manasseh Azure Awuni may be called as witnesses if the case proceeds to court.
Mr. Samoa Addo also criticised what he described as premature public commentary during the investigation. He argued that discussing an incomplete criminal docket only puts pressure on investigators and affects the quality of their work.
He noted that the Special Prosecutor has now formally filed charges, which clears the way for extradition processes of Ken Ofori-Atta and removes any doubts about the status of the case.
“Now the stage is properly set. Mr. Ofori-Atta cannot claim anywhere that he doesn’t know he has charges to answer,” he said.
According to him, earlier announcements by the OSP created the impression that the case was ready, which unintentionally limited the ability of other state agencies to move forward with their own investigations.
But in response to this statement, Director of Communications at OSP, Mr. Samuel Darko, also dismissed suggestions that the OSP’s work prevented other state agencies from investigating Mr. Ofori-Atta, stating that other bodies, just like in the National Service Scheme case, could still pursue their own dockets if they were ready.
He added that public pressure and continuous media scrutiny may have contributed to the OSP’s decision to finally proceed with the charges.
Mr. Samoa Addo urged former Finance Minister Ken Ofori-Atta to return to Ghana and face the allegations directly, stating that everybody who has held your position has stayed in this country.
He stated that the SML case must be handled with seriousness, saying the nation cannot afford to lose billions of cedis through acts of corruption if the allegations are confirmed.
