Gov't to introduce 15 bills to reform communications sector – Sam George

The Minister for Communication, Innovations and Digital Technologies, Samuel Nartey George, has disclosed that the government is undertaking one of the most comprehensive legal reforms of Ghana’s communications sector since 1996.

Speaking at the launch of the 30th anniversary of the National Communications Authority (NCA) on Wednesday, February 25, 2026, Mr Nartey George said the Ministry is working on about 15 new and revised bills to modernise the country’s digital and communications landscape.

“The Government is undertaking one of the most comprehensive updates to the sector’s legal framework since 1996. The Ministry is currently working on a package of approximately 15 new and revised bills aimed at modernising communications regulation, data governance, digital services, cybersecurity and oversight of emerging technologies,” he said.

According to him, the reform programme is designed to ensure Ghana’s digital ecosystem remains competitive, secure and innovation-friendly in a rapidly evolving global environment.

Mr Nartey George added that beyond legal reforms, the government has also launched the One Million Coders Programme, an initiative aimed at equipping Ghanaian youth with globally competitive digital skills.

“Infrastructure alone does not create opportunity. That is why the Government has launched the One Million Coders Programme. Digital access must lead to productivity, and connectivity must translate into opportunity,” he stated.

He said the combined focus on regulatory reform and skills development reflects the government’s broader strategy to strengthen Ghana’s digital economy and position the country as a competitive technology hub in the region.
