The Ministry of Gender, Children and Social Protection (MoGCSP) will, on Monday, December 22, 2025, commence nationwide disbursement of cash grants under the 99th cycle of the Livelihood Empowerment Against Poverty (LEAP) Programme, with a total of GH¢139,329,463.37 released to support about 350,580 beneficiary households across the country.
The announcement was made by the Minister for Gender, Children and Social Protection, Dr. Agnes Naa Momo Lartey, at a press conference held at the Ministry’s Management Conference Room in Accra. According to the Minister, the beneficiary households represent approximately 1.5 million Ghanaians, mainly extremely poor and vulnerable persons, underscoring government’s commitment to strengthening social protection under its Reset Agenda.
She explained that the bi-monthly LEAP grants for the 99th cycle will be paid as follows: households with one eligible member will receive GH¢320; two eligible members will receive GH¢380; three eligible members will receive GH¢440; while households with four or more eligible members will receive GH¢530.
Dr. Lartey noted that the timely release of funds throughout the year reflects government’s focus on responsiveness, reliability, and prioritising the needs of vulnerable populations. She added that the December payment is particularly significant as it coincides with the Christmas season, a period that often places additional financial pressure on low-income households.
“The 99th cycle payment is intended to provide essential support, enabling beneficiary households to partake more meaningfully in the Christmas festivities and approach the New Year with dignity and hope,” she said.
Looking ahead, the Minister disclosed that the Ministry of Finance has allocated a historic GH¢1.1 billion to the LEAP Programme, the highest allocation since its inception, in line with the commitment of President John Dramani Mahama to build a more inclusive society and strengthen social protection delivery.
She announced that in 2026, LEAP coverage will be expanded to reach 400,000 households nationwide, extending support to more extremely poor and vulnerable families. Dr. Lartey called on traditional leaders, religious bodies, civil society organisations, and government agencies to support the Ministry in achieving this expansion.
The Minister also expressed appreciation to staff of the Ministry, the Department of Social Welfare and Community Development across all Metropolitan, Municipal and District Assemblies, Community Focal Persons, payment service providers, and development partners for their dedication and hard work in ensuring the effective delivery of the programme.
“In disbursing grants under the 99th cycle, we are doing more than transferring funds; we are sharing hope, upholding dignity, and demonstrating the solidarity of the Government to the people,” she stated.
