Finance Minister, Dr Cassiel Ato Forson, has announced the signing of a new bilateral debt restructuring agreement with the Kingdom of Spain as part of the country’s ongoing efforts to stabilise its economy.
In a Facebook post on Wednesday, October 8, 2025, Dr Forson explained that he signed the agreement on behalf of the Republic of Ghana, while the Spanish side was represented by the country’s Ambassador to Ghana, H.E. Ángel Lossada Torres-Quevedo.
According to the Finance Minister, the deal with Spain marks another major step in Ghana’s debt restructuring journey. So far, Ghana has completed similar agreements with France, Finland, the United Kingdom, and China EXIM Bank.

He added that the government hopes to complete the debt restructuring process by the end of the year to bring closure to what he described as “a challenging chapter” in the nation’s economic history.
Dr Forson emphasised that Ghana has learned important lessons from its recent economic difficulties and is committed to maintaining strong financial discipline to avoid returning to unsustainable debt levels.
“I remain confident that the measures we are implementing will safeguard our recovery and strengthen Ghana’s resilience,” he stated.
The Minister also expressed deep gratitude to the government and people of Spain for their cooperation, understanding, and continued support throughout the debt restructuring process.
