Ghana has taken a significant step toward building a sustainable Blue Economy following high-level discussions with the Royal Norwegian Embassy on a proposed Ocean for Development Programme.
The Norwegian delegation, led by Ambassador His Excellency Dr. John Mikal Kvistad, met with the Minister for Fisheries and Aquaculture, Hon. Emelia Arthur, along with senior officials from the Ministry and the Fisheries Commission, to advance the initiative.
The engagement comes on the back of Norway’s formal commitment to support Ghana’s Blue Economy Strategy. Both countries reaffirmed their dedication to sustainable ocean governance under the High-Level Panel for a Sustainable Ocean Economy, a global initiative promoting the sustainable use of ocean resources.
Talks centered on key priority areas including sustainable fisheries and aquaculture, protection of marine ecosystems, research and digital innovation, blue finance, inclusion, and maritime security. A major point of focus was the fight against Illegal, Unreported and Unregulated (IUU) fishing, which continues to pose a threat to Ghana’s fisheries sector.
Norwegian representatives stressed that the proposed programme would be demand-driven and tailored to Ghana’s national priorities, with an emphasis on strong institutional coordination and long-term impact.
Officials from the Norwegian Agency for Development Cooperation (Norad) presented an overview of the initiative, while Ghanaian authorities outlined their expectations and strategic priorities to shape the collaboration.
Both sides agreed to proceed with technical-level engagements, including the appointment of focal persons and the development of a comprehensive programme framework.
The initiative is expected to begin with an inception phase focused on planning and technical cooperation, ahead of a formal bilateral agreement.
Once implemented, the partnership is anticipated to play a transformative role in harnessing Ghana’s marine and inland water resources as engines for sustainable growth, resilience, and shared prosperity.
