A Senior Lecturer at the University of Ghana Business School, Prof Emmanuel Sakyi, has said the situation where individuals are expected to work for free at the Sub-District Level of Local Governance structure is worrying, and should be discouraged.
This, according to him, does not ensure commitment of individuals assigned roles in the Sub-Districts
Prof Sakyi raised concerns at the silence of Parliament, Civil Society groups and other stakeholders on the proposal for political parties’ participation in the election of Metropolitan, Municipal and District Chief Executives (MMDCEs) .
He was speaking at a roundtable in Accra on ”Strengthening the Sub-District Structures in a Reformed Local Government System”.
Meanwhile, Deputy Director of the National Development Planning Commission (NDPC) Jonathan Azasoo has called for the payment of allowances to individuals working at the Sub-District Structures.
He said although the Sub-Districts are entitled to a percentage of the District Assembly’s Common Fund, no district has ever released funds to them. This, he attributed to the lack of clarity on the law.
