Ghana reaffirms commitment to responsible military AI at REAIM 2026 Summit

Ghana has reaffirmed its commitment to the responsible development and use of artificial intelligence (AI) in military and security contexts at the Responsible Artificial Intelligence in the Military Domain (REAIM) 2026 Summit held in A Coruña, Spain.

The Deputy Minister for Foreign Affairs, Mr James Gyakye Quayson (MP), represented the Government of Ghana at the high-level summit, which took place from 4th to 5th February, 2026. The event brought together ministers, senior government officials, policy experts and key global stakeholders to deliberate on frameworks for the responsible governance, development and deployment of AI in military and security operations.

Addressing the summit’s objectives, Ghana underscored the growing importance of artificial intelligence as a driver of economic growth, innovation and national development.

The Deputy Minister highlighted AI’s increasing role in enhancing military and security operations, particularly in supporting informed decision-making, improving operational effectiveness, and ensuring the protection of civilians and security personnel.

While acknowledging the transformative potential of AI to strengthen peace and security, Ghana emphasised the critical need for responsible development, meaningful human oversight and strict compliance with international law. In particular, the country reiterated the importance of adhering to international humanitarian law and international human rights law in the application of AI technologies within military domains.

In line with the goals of the REAIM process, Ghana formally endorsed the REAIM 2026 Pathways to Action document. The endorsement reflects the country’s commitment to constructive engagement, experience-sharing and collaboration with other Member States and relevant stakeholders to promote the responsible use of artificial intelligence in support of international peace and security.

The Government of Ghana reaffirmed its readiness to contribute to global efforts aimed at ensuring that emerging technologies, including AI, uphold human dignity, promote peace and strengthen international security.
