The Ghana Revenue Authority (GRA) has dismissed claims by the National Identification Authority (NIA) that it owes outstanding fees, which allegedly led to its disconnection from the Identity Verification System (IVS).
In a statement issued on Tuesday, August 5, 2025, the GRA described the claim as a “legacy debt” predating 2025, adding that there were “no regulatory or governance approvals” for the transactions in question.
The Authority also noted that the NIA has, for several years, operated desks at GRA offices nationwide to issue Ghana Cards, without paying rent or utility charges.
“We cannot affirm the existence of a service agreement between the parties,” the statement said, adding that high-level discussions are currently underway to address the procedural breaches.
The GRA reiterated its commitment to fairness, integrity, and teamwork, and called for closer collaboration with the NIA to ensure the successful integration of the Ghana Card into Ghana’s tax administration system.
