Former Auditor-General and EOCO Board Chair, Mr. Daniel Yao Domelevo, says the Operation Recover All Loot (ORAL) programme initiated by the John Mahama–led administration cannot succeed under Ghana’s current legal framework.
Mr. Domelevo, who was also a member of the ORAL team, explained that while the ORAL initiative has already sent a clear signal against financial misconduct, gaps in current laws could limit its effectiveness.
He has therefore called for reforms to the country’s legal framework to bolster the fight against corruption and strengthen public confidence in accountability measures.
Speaking on Channel One TV’s current affairs show, “The Big Issue,” on Saturday, January 10, 2026, he added that ORAL’s success depends not only on receiving complaints but also on ensuring that the law provides sufficient deterrence.
“It will be better to also add changes in the legal framework to bring about the necessary deterrence that we expect,” Mr. Domelevo stressed.
“Even if we had not jailed anybody yet, even if we had not even started prosecuting a lot of people, but the legal framework has been changed to signal that you can’t play with our money anymore — if you go into public office, you declare your assets; if we get to know that you’ve acquired assets beyond your means, you’re going to be jailed — I think this brings about deterrence and that will be fantastic,” he said.
Mr. Domelevo maintained that the combination of ORAL and a strengthened legal system is critical for holding officials accountable and discouraging corrupt practices before they occur.
