The Parliament of Ghana has passed the 24-Hour Economy Authority Bill, 2025, providing legislative backing for one of the flagship policies of the administration of President John Dramani Mahama.
The approval of the bill followed extensive deliberations and intense debate on the floor of the House between the Majority and Minority caucuses. While the government side argued that the policy would significantly boost job creation, productivity, and economic growth, the Minority raised concerns about potential security risks and implementation challenges.
The bill, which was laid before Parliament in late 2025, seeks to transform Ghana’s economy into a round-the-clock operational system. It provides for the establishment of a 24-Hour Economy Authority, mandated to serve as the central coordinating body for the nationwide implementation of the policy.
Under the legislation, the Authority will be responsible for aligning public and private sector initiatives, mobilising investment, and ensuring that the necessary regulatory, security, and infrastructural frameworks are in place to sustain continuous economic activity across key sectors of the economy.
The 24-hour economy policy was a major campaign promise of the National Democratic Congress (NDC) during the 2024 general elections and has been positioned by the government as a strategic tool to expand employment opportunities, enhance productivity, and stimulate inclusive economic growth.
During the debates, members of the Minority Caucus cautioned that without careful planning, the policy could place additional strain on security services and disrupt the daily lives of citizens. However, the Majority Caucus countered that adequate safeguards, regulatory oversight, and security measures have been incorporated into the policy framework to address these concerns.
Addressing the media in Parliament after the passage of the bill, the Majority Leader and Leader of Government Business, Mahama Ayariga, said the Majority Caucus expressed satisfaction with the outcome, describing it as a major milestone in the government’s economic transformation agenda.
The passage of the bill now paves the way for the formal establishment of the 24-Hour Economy Authority and the commencement of implementation processes across the country.
