The Minister for Lands and Natural Resources Emmanuel Armah Kofi Buah has revoked the mining leases of Adamus Resources Limited for the Akango, Salman, and Nkroful concessions following confirmed violations of Ghana’s mining laws.
The decision follows investigations by the Minerals Commission, which uncovered widespread illegal and unauthorised mining activities on the company’s concessions.
According to the Ministry, the company breached provisions of the Minerals and Mining Act, 2006 (Act 703) and other related regulations.
Key Violations Identified
Findings from the investigation revealed that Adamus Resources:
• Sub-contracted mining operations without obtaining mandatory ministerial approval
• Operated without approved mining plans or permits from the Chief Inspector of Mines
• Failed to secure necessary environmental approvals from the Environmental Protection Authority
• Allowed foreign nationals, particularly Chinese operators, to engage in illegal mining activities (galamsey)
• Conducted mining outside designated areas and in ways described as substandard
The report also highlighted significant environmental damage, including land degradation and risks to water bodies, public health, and local livelihoods.
Minister Cites Public Interest
Based on the findings, the Minister—acting on recommendations from the Minerals Commission—determined that the violations were severe and deliberate, warranting the immediate revocation of the leases in the public interest.
Authorities say the move is part of a broader effort to clamp down on illegal mining, commonly known as galamsey, and to prevent abuse of mineral rights.
Possible Legal Action
The Ministry indicated that the revocation does not preclude criminal prosecution. Adamus Resources Limited, along with its directors and management, could face charges under the Minerals and Mining (Amendment) Act, 2019 (Act 995).
Support for Affected Workers
Government has assured that steps will be taken to protect the livelihoods of workers affected by the decision, with further measures to be announced.
