The Chairman of the Constitution Review Committee, Professor Kwasi Prempeh, has recommended a separation of executive powers from the legislature to enable Parliament to focus fully on its constitutional responsibilities.
“We are proposing that the executive be separated from the legislature so that we have a Parliament that focuses on its tasks,” he said.
Presenting the committee’s final report to President John Dramani Mahama at the Presidency on Monday, December 22, 2025, Professor Prempeh highlighted proposed amendments to the Council of State and the 1992 Constitution as key steps towards achieving this separation.
He also disclosed that the committee has made recommendations affecting appointment processes for state-owned enterprises, aimed at improving transparency and efficiency.
The report is the result of months of nationwide consultations and technical assessments, incorporating input from civil society organisations, traditional authorities, professional bodies and the general public.
According to the committee, the review seeks to promote good governance, enhance accountability and consolidate Ghana’s democratic gains.
