Former Auditor-General Daniel Yaw Domelovo has criticised the practice of reshuffling public officials who commit offences, saying it is not an effective solution.
He said officials implicated in wrongdoing should instead face sanctions such as dismissal or suspension rather than being transferred to another ministry or public office.
“I disagree with the approach of reshuffling public officials who commit offences and are taken to other ministries to continue the offences. That must stop. It is not a solution,” he noted.
Speaking on the GTV Breakfast Show on Thursday, March, 12, 2026, Mr Domelovo cited an example.
“If someone commits an offence in, let’s say, the Ministry of Finance, you do not send him to the Ministry of Education to continue messing up. You must sanction the person either by dismissal or suspension. That is better than just reshuffling them. I find it distasteful that people misbehave in government and we just push them into better or higher positions,” he said.
His comments follow the release of the latest Auditor-General’s report, which uncovered GH¢8.1 billion in irregularities, including unsupported documentation, duplication and overstatements.
The report, which was submitted to the Ministry of Finance and presented to Parliament of Ghana on 10 March 2026, revealed that GH¢89.4 million submitted under the One District One Factory initiative was deemed fictitious.
It also indicated that large quantities of rice and maize meant for dry spell relief were unaccounted for, GH¢61.7 million was overpaid to a transportation company for partially delivered goods, and GH¢293 million in bank transfers lacked supporting documentation.
The report has been referred to the Public Accounts Committee for investigation.
Mr Domelovo argued that reshuffling officials involved in such malpractice only perpetuates corruption.
