Minority Leader in Parliament and Member of Parliament for Effutu Constituency, Alexander Afenyo Markin has questioned the ruling government on the formation of the road fund board.
“What is delaying the formation of the road fund board? Constructors are not being paid”, he lamented.
Speaking on the floor of Parliament on Tuesday, December 2, 2025, Mr. Afenyo Markin criticized the government for failing to constitute the board, saying it was affecting businesses and workers.
“..contractors are suffering. Is it a sin to invest in the private sector? The Ghanaian businesses who have gone to the banks to take loans are not being paid. They have worked. Their workers are at home. They are unable to pay their workers”, he added.
He questioned why the government hasn’t appointed qualified individuals to the board, despite amending the governing legislation to facilitate its work.
He also urged the government to prioritize settling debts to contractors and constitute the Road Fund Board immediately.
The government has approved a GH¢5.3 billion allocation for the Ministry of Roads and Highways for 2026, but Afenyo-Markin argues this is inadequate and questions the allocation of funds without addressing outstanding debts.
The Minister of Roads and Highways, Governs Kwame Agbodza, has however revealed that the government has settled over GH¢6 billion in arrears inherited from the previous administration.
The Road Fund Board is responsible for managing and administering the Road Fund, which provides financing for the maintenance and development of Ghana’s road network.
