Parliament will only pass the Cybersecurity Amendment bill after consensus building- Dr. Thomas Anabah

 The Cybersecurity (Amendment) Bill, 2025 proposes sweeping new powers for the Cyber Security Authority, from prosecuting cyber-offenses to seizing digital assets.

Member of Parliament, for Garu Constituency, Dr. Thomas Anabah has assured that the Cybersecurity Amendment Bill, 2025, will undergo thorough consensus building before being passed into law.

 Speaking on the proposed bill on GBC’s ‘Current Agenda’ on Saturday, November 1, 2025, Dr. Anabah emphasized the importance of public input and consultation in the legislative process.

“We’d do consensus building to arrive at a conclusion beneficial to the Ghanaian people,” Dr. Anabah stated adding that “Parliament does not work without consulting the people.”

He added that the proposal is open to the public to criticize or accept the terms involved in the cybersecurity amendment before it comes to parliament.

 Dr. Anabah also highlighted the role of parliamentarians in passing laws that benefit the people. “We are there to pass laws that will help the people,” he said. “No law in Ghana is hundred percent accepted by everybody, but we accept them because that is what the generality of Ghanaians want.”

According to him, proposals brought to the floor of Parliament which they deem will not benefit Ghanaians are thrown away however some, they need to enhance to suit traditions and freedom of speech. 

 On the other hand, the Ministry of Communications and Digitalisation has invited stakeholders to submit comments on the bill, and the public consultation period is currently open until November 14, 2025. According to Dr. Thomas Anabah, MP for Garu, parliament will engage in consensus building to arrive at a conclusion beneficial to the Ghanaian people before passing the bill into law.
